The Dal Khalsa in its first annual conference at Gurdaspur passed a resolution demanding the declaring of Amritsar as a…

"Holy City." The Youth (Dal Khalsa and the Sikh Students Federation) had long since been demanding the declaration that Amritsar was a Holy City. The SGPC chief, G. S. Tohra,’ had met the Indian Prime Minister, Indira Gandhi, on September 24, 1980, and had asked her to make a declaration to that effect. When more than six months had passed and there was no movement in that case, the Sikh Youth decided to organise a procession to press the Sikh demand. A joint meeting of the Dal Khalsa and the Sikh Students decided to take out such a procession on May 31, 1981.
